Faulty FPR?

If fuel injectors, ECT and AMM are new and checked to be working properly, but oil level rises rather than falls and I smell gas when I lift the oil dipstick and when I disconnect the vacuum hose to FPR, then I have a bad FPR??? Thank you for your answers.
