Throttle Adjustment vs shift points 700 1989

It sounds as if they either misadjusted the shift control cable or the throttle linkage (causing the shift control cable to activate when it shouldn't).

The mileage is probably a simple result of later shift points. The gear hunting between 30 and 40 is indicative of either a misadjusted shift control cable or a binding cable.
