Fuel consumption is a complex matter, comprising of aerodynamic resistance, rolling resistance, engine power curve and gearing. As a rule of thumb, once at normal driving speed you tend to lose fuel efficiency (lower mpg) the faster you go. As an example, my '94 940 (NA, B230F, M47) loses about 8% at 87 mph (140 kph) cruise vs 72 mph (115 kph) cruise.
Still, for that kind of speed it's a quite reasonable fine, I'ld be paying closer to $600. On the other hand, .nl doesn't have a points license, so I could get 2 fines a day and nobody'ld care as long as I kept paying them.
