Mysterious ABS problem ALL 93

Sorry about the cross post with the 200s, but I really need some advice:

A while I posted a problem I was having with the brakes in my 93 245, and was rewarded with some good insight. When I brake, the front brakes shudder a bit just before the car comes to a stop. This does not occur at any other speed - only just before the car comes to a stop. I thought it might be the ABS comming on, so as suggested, I pulled the ABS fuse and sure enough, the problem disappered. If I put the fuse back in, the problem comes back. I have removed both front ABS sensors and cleaned them. They had some dirt and metal filings, but nothing major. This did not help. Any suggestions? Thanks.
