This might be a stretch, but you could try fiddling with the mixture adjustment screw on the air mass meter...there's a plug covering the screw located on top of the AMM, pop it off and slowly turn the screw to see if you can make any difference. If you can get it running better (or even if you can't), you probably ought to get a set of NGK or Bosch Super copper spark plugs(no platinums!) and replace the plugs--if it's been running this bad, the plugs are probably fouled and may be contributing to the problem. In terms of adjusting idle speed, there's a black knob just below the throttle, unscrew it slightly to increase idle, screw it in to decrease (I'm not familiar with that year, but I think all of the B23xf engines have it in the same general locale). Try to do any adjustments in baby steps so you don't risk getting things too out of wack. If you can get it running and drivable, it'd be good to take it a volvo mechanic to have the idle and mixture set (since it requires measuring voltage output at the AMM and having a tach gauge hooked up to the engine). Let me know what does/doesnt work.
