I doubt you have a powersteering problem. Most likly an air leak, timing out or lean at idle.

The two vacuum hoes both retard and advance the ignition, can't remember which does which. I'll have a look t a factory manual and re-post, unless someone else's memory is better than mine. Not unlikely.
