That happened to my '91 740. Resoldering the fuel pump relay (and all other relays, while I was in there) completely solved it for me.

Resoldering costs $0, takes 15 minutes, and carries essentially no risk. So it's a good first step. If it doesn't help, you've lost nothing.

BTW — if you have no spark, you'll have no fuel. The fuel pump relay sense for spark before powering the pumps.
