No Start, NO Spark, Dead Ignition Control Module 200 1988

I am having a no spark no start on this 88 240. New fuel pump and fuel pump relay & pressure regulator. I have gone through all the steps to test the functions of the Ignition Control Module mounted on Passenger side in engine compartment. It is DEAD IN THE WATER after giving me many issues and stranded situations.

QUESTION>> as I tested this ICM, the Bentley Manual stated look for power at A in the Distributor Connector and they show a picture of the connector coming form the Distributor. I do have power there but it is very weak so as to just light the light in the testing probe that I was using. It was not FULL Battery power like I see when other continuity tests were done & confirmed.

So is that an issue or can I go with it this weak power availability. And, does anyone out there have an old Ignition Control MODULE they are willing to sell?
