Agreed with this portion of your thought. The Bosch supplies plenty of pressure if given electricity and liquid fuel to pump -- and it turns.

If a broomstick tap gets it going, it wasn't turning. A hand on the pump can reveal whether it is turning if not an ear. However, we don't know if the OP's pump was turning; only that it had voltage.
