Severe surging leading to engine harness replacement

Yes I did remove original return line from FPR and install a new substitute return line and direct it into the bucket on the floor outside of the engine comepartment. For 70 PSI the fuel didnt seem to be squirting very hard. A good way to explain how it was coming out the FPR and new return line is kinda like pouring water out a water bottle slowly. Yes I have blown down the fuel rail once. Do you suggest that I remove from the car again and inpsect and blow down again? From what Ive learned from my schooling and advice from a former instructer and information in books, my pressure is definitely dont supposed to be that high.
