After bypassing the temp. "faker" board, my gauges have always behaved the same way - they should. Idling, with little air moving over the radiator, the water pump not spinning too fast, heat will build. But a properly functioning cooling system should never get close to the red zone, except perhaps on very hot days with extended idling.

It sounds like your gauge is telling you that the cooling system is working fine.
