Weird squealing noise at speed from dashboard 200 1992

Gents, my 1992 240 sedan has developed a weird problem. At 3,000 rpm and above and around 70+ mph, a squeal comes from behind the dash from what seems like the center vent area. at 2,500 rpm or 65 mph and below no noise. In an attempt to chase down the noise I have done the follow to no avail:

removed the instrument cluster and driven at 70+mph-
The blower and resistor are new, but fan speed doesn't affect the squeal

pushed all the vents at speed to see if the noise would change,observed the defrost and face to foot vents working. working with the cluster out
disconnected the vacuum line from the intake to firewall

bypassed the overdrive relay thinking the relay was weak and squealing

This is really driving me crazy (luckily that is a quick trip :-) )

Any advice? what have I missed? thanks !
