sounds like the new Relay is NG...
It also sounds like one wire withing the Hinge Harness might be broken.
At the Bulb out sensor,with teh Original Sensor plugged in, check 54R and 54L and see if you are getting 12V when stepping on the Brake. these numbers are marked on the Sensor
