The actuator for the throttle on your '97 965 is indeed vacuum controlled. That is the first place I would check. You might just have a rotted vacuum hose/elbow. If you have a vacuum gauge you can "T" into that line and test it on a drive, if not, just check ALL the vacuum hoses especially the elbows.
