Help! Locksmith can't make key. 1800 1973

Help! Does anyone know what to do when the locksmith says that the tumblers in the ignition are too worn down to make a new key? I do not want to rip out the dash board and the instruments. I think that the locksmith tore up the tumblers when he was trying to "score" the blank. Does anyone have any tricks to dealing with a situation like this? Thank you for your help.
