The locksmith may have finished off the tumbler.
But I can practically guarantee you that is was on its last legs anyway.
The original tumbler assemblies had at their core a pot metal piece that holds the tumblers.
This pot metal piece has some very thin sections and over time it disintegrates and the tumblers fall out of place.
Volvo nor the manufacturer sold the tumbler assembly separately so only the whole locking steering column assembly with new tumbler already installed was available.
New ones are no longer available from Volvo or any other source.
You have several options, you can find a good used one and hope it lasts.
You can remove the steering column lock assembly and install an aftermarket ignition switch thus losing the security of a locking steering column.
Or you can have a new replacement tumbler installed into your old steering column lock assembly.
If you do have to remove the steering column lock assembly to either have it replaced or to have a new tumbler installed, it may not be that hard if you have the original steering column lock assembly.
Volvo updated the assembly and the later version had a single shear bolt holding a removable clamp so you do not have remove the upper steering column to remove.
