240 no start after clutch replacement 1983

we narrowed it down to the fuel pump relays-there is current through the system from the battery to the pump.jumpered the relay and the fuel pump turned on (it hadn't been turning on before). got two new relays from advance that have the same terminals and same numbers (87, 85 etc). they click when the ignition is turned to the on position but the pump does not turn on and the car still won't start. ideas?
