I wanna answer your question from experience, but all I can muster is shock sleeve experience. The expansion caused by adding oxygen to iron is a mighty powerful force, and I know you could turn that bolt end into a mushroom, beat the crossmember out of shape, and the rust might yet remain unfazed. Based on my limited experience, I see a Sawzall in your future. Good luck, and I honestly hope you get a better tip!
