If the voltage is indeed bleeding through the insulation, it will need to be replaced.
It sounds odd that you're getting such low freeway mileage. Have you checked the codes? I think the 2-3-2 is either a rich/lean exhaust reading or a bad signal from the AMM.
If it's a bad signal from the AMM, that alone would explain your mileage. By the way, I think that oil is supposed to be changed at minimum every 6 months/5000 miles.
