Harmonic balancer problem, odd noise? 200 1992

Sorry folks, I hate to post such cryptic questions but I believe the harmonic balancer or the new timing belt tensioner is coming apart. At certain vehicle speeds like 45 and 65 MPH I hear a low frequency rubber like squeal/growl from the front of the car, accessory belts are properly tightened and so on. While sitting still if I put bleen in neutral and rev it to the appropriate RPMs,I hear no squeal. The squeal/growl is in my mind sub-200Hz and rather loud when it happens.

Visual inspection shows that the harmonic balancer pulley portion is lined up with the core but since I'm 300 miles away from home on a contract job, I don't have the tools to validate the timing mark OR remove the timing belt cover to inspect the situation. The timing belt and tensioner are Dayco parts (sorry folks was in a hurry) they are less than a week old, and the harmonic balancer is a three year old Scamtech part with 50K miles.

Besides a slight power loss due to running 10% ethanol fuel, I have not identified any other anomalies. Any thoughts on this spooky sounding growl would be greatly appreciated, car has 286K, engine has 51K miles on it.
