Cruise control not working after cluster replacement 700 1989

I recently fixed my cruise control when I took out the instrument cluster for another reason. I discovered the yellow wire wasn't connected and was the cause of the problem.

The yellow wire goes to the "E" connection. It is a digital output from the cluster.

There is also a single connector, white wire on the "G" connector that's function is "Tachometer (to ignition coil 1 or alternator)" is that connected too? Not sure if it would affect the cruise but it is the only other single connector that could be mixed up. This is all from the 740 manual. I assume it is the same for a 760?

Maybe the digital output from the cluster is bad. How are you measuring it?
