Well, the entire switch isn't "circled" out, but looking at it, it sure looks worn out. The tumbler no longer engages the switch, but a screw driver does.

It could be the spring inside the cylinder isn't working right...

Something isn't right and apparently hasn't been for a long time. The previous owner removed the washer that goes around the tumbler, probably because the switch was worn out.
