Yup, according to mechanic boyfriend (though he passed it anyway). Apparently PA has the one of the strictest inspections of any state. Luckily our emissions is just a "visual inspection" and a gas cap test. They talk about doing stiff tests, but so far so good--I really don't want to deal with that.
