I am NO guru. I haven't even seen a 960 engine compartment. But I thought I would throw out some things to look at based on system troubleshooting.
I have to assume that you are accustomed to hearing the pumps prime the fuel rail because you do not hear them running now; which suggests that when the car did run you could hear the pumps when you turned the key to ON.
Verify your power circuits. You can hear the relays close but the pumps don't run. Either the fuse(s) for the pumps, the wiring, the pumps (not likely both are bad at the same time), or the ground(s) are at fault. Once you get the pumps to prime, you may find another problem. But you've got to take it one problem at a time.
