Tailgate woes continue 200 1985

Ok my tailgate locking/unlocking woes continue....All wires running through the hinges are new...Actuator works only when the tailgate is up..My guess is a bag ground but where is it located. I removed the headliner checked all the connections for the harness they are solid..Removed back panel and lubricated moving parts but for the life of me could not find a ground wire...Help please pics to if anyone has them.....
