Are you sure the fuel relay isn't dropping out for some reason, such as a problem on the coil ground side, or losing ignition pulses on the W/R wire to 31b?
(Try reseating the push-on terminals at the Ignition coil, #1 is where the Fuel relay pulses come from.)

According to wiring diagram, there is no "wireharness stuff" between Fuse 7 and Fuel relay 30 -- just a single, continuous Yellow/Red wire with no junctions or other connections. Exactly what you propose duplicating.
