ANSWER 4th gear lockout relay problem - what if I remove the relay and drive?

With the relay out the light will not light but the car will only go to 3rd gear, it will not shift into 4th (overdrive). RPM's when cruising in 3rd will be higher, no problem around town or even short highway trips.

It is not a "lockout relay". When all is working normally with the relay activated, the light is out and 4th gear is enabled.

Your description is almost certainly a bad solder joint on the relay PCB, sometimes very hard to see even with a magnifier. I would try reflowing the solder joints rather than have the expense of a new relay.
