S-70 w/ Turbo : AC does not blow cold when car stopped. 2000

My son's 2000 S-70 with turbo AC does not blow cold when the car is stopped and idling. Could this be a problem with the auxilliary fan? Any ideas?
Thanks for any suggestions.
