17:1 you have a vacuum leak. Among other things, this causes the engine to run lean. A lean-running engine runs hot. A hot engine with an electric fan will, when shut off, make the fan continue to run to cool down the car, even if it is off.

So your fan is not at all haunted.

Start looking for vacuum leaks. What happened was, the leak began, the car ran like crap, then the computer tried it's best to compensate.

I suspect if you pull codes, you will find one for a lean running condition.
