Red wire path

Lucid,
Let me rewind. With everything connected back up when I put the key in pos II (where all the idiots should be on) I have no battery charge, brake failure, bulb out or overdrive lights (up arrow). With the key still on if I disconnect the small alt. wire (61 on page 320-2) and ground it (to the battery) the lights still do not come - any of the 4. They all 4 are still out. If I measure voltage between that disconnected 61 wire to ground it's 12v so I'm puzzled why there's voltage there but the lights don't light. I pulled the cluster and again tested each bulb - all good. Also checked both sides of each fuse with the key on and all of them that should have power do on both sides. This is a stumper for me. I can rev it to 4000 and get it to start charging thru the self excitement thing and it will continue to charge but I want to figure out what's going on here. Thanks for your time and any additional thoughts greatly appreciated.
