Radiators are copper/brass so you can simply solder them...using same plumbing equipment you use for soldering/sweating copper pipes...clean the area well with wire brush/sandpaper/solvent and apply fluxpaste...its works pretty well...I don't think you will need that welder friend...a burzomatic torch works just dandy...if you've ever soldered copper pipes, there's absolutely no reason not to go to work on your rad! Also check/solder sideplates while your at it...they like to come unsoldered from vibration...
