While I haven't had an appraisal on a B16, I have had the value of my 1966 Canadian valued at $4000. This was after a sucessful pass of the road saftey guidelines in Alberta and was a mutually agreed upon value. In my experience, when insurance companies are let loose (de-regulated) then they are not all willing to insure classic cars. I have had several negative experiences with brokers from these companies but figure this circumstance cuts both ways - shop around. I've found that they will get more reasonable if you are willing to move all of your insurance to them (or withdraw it as the case may be). Play hardball and see what happens (it's sort of fun).
