Mysterious steering problem 200 1990

This is a strange one.

For about a year now, my car has had a funny steering problem. Occasionally (very occasionally), I feel a rubbing sensation from the driver's front wheel when turning. FYI - Only happens when turning. It is almost like the steering momentarily catches on something then quickly releases and goes back to normal.

I have checked the entire area a number of times w/o success. Maybe a tiny amount of play in the driver's side outer tie rod but everything else seems tight.

One point I should make is that this did seem to start after I replaced my front brake pads about a year ago. However, I have checked the pads and their pins to make sure nothing is catching when I turn the wheel but everything seems normal. One other thing I have noticed is that it almost always seems to occur after I have jacked up the front end. Then it quickly disappears again within a day or two.

I'm stumped - Any help is greatly appreciated!
