Fuse for main fuel pump 200 1988

I just went to replace my fuel filter and the first step was to relieve the fuel system pressure by removing the main fuel pump fuse and letting the engine stall, easy enough, after removing the fuse it kept right along idling for about 3 or 4 minutes, so I decided to remove the intank pump fuse, 3 more minutes went by. its still outside idling. My fuse cover says it is the number 6 fuse from the top. What am I doing wrong?
