96 960 AC clutch fuse

AC clutch fuse blows when AC is on max. Seems to work OK when the climate control is set somewhere in the middle, around 70 or so.
It has been recharged twice in the last three years and I need to change at least one of the vacuum check valves under the hood and havent yet. But thats been bad for awhile.
