no noise from fuel pump 200

On you car, fuse 12 doesn't connect to any AC circuit.

Besides the fuel relay and ecu, it powers:

driver's seat heater
rear window defrost heater
back up lights

Try unplugging the fuel relay, then put in a new fuse and see if it blows when you turn the key on (not trying to start, naturally).

If the fuse still blows, it's not the fuel relay that's doing it (although the path to ecu 18 is still active). So it could be the ecu (not likely), or any one of the 3 items above.

If it doesn't blow (with fuel relay unplugged), then the relay must be doing it. Try substituting the system relay in its place -- just to see if the fuse stays OK.
