760 sputters the first few times it's started whether hot or cold. 700 1988

well, after further inspection, here's where i'm at. the car will sputter most of the time it's just been started, whether the engine is warm or not, until you start it the 3rd or 4th time then it works ok. i checked the O2 sensor reading, it's pretty lean, .1-.2 volts, even when it's working right. so i took a look under the car, main fuel pump and filter are pretty new, i've changed the plugs and FPR. i was thinking it might be the throttle switch or the O2 sensor. but i'm not sure of what could be making it run so lean....lets review what effects the mixture in this car...AMM, O2 sensor, throttle switch, FPR.....could the ignition system have anything to do with it?
