Wait a minitue. You have the LH 2.4, right? If it's like my 93, you don't set the base idle, like earlier cars. All you need to do is adjust the throttle switch and the throttle body stop screw, using the procedure described in either the Bentley or Haynes manual. The idle air control (IAC) valve is controlled by the ECU. The ECU decides, based on info it gathers from sensors, how much to open/close the IAC valve in order to regulate the idle speed. If after doing this you still don't get the idle speed at 800, then there are a host of possible problems, such as bad/clogged IAC, vacuum leak, bad throttle position switch, bad coolant temperature sensor, etc.
