need seat heat repair 700

You've got to remove and disassemble the seat. I'm assuming you've checked that the seat heater is in fact plugged in under the seat and hopefully the thermostat is still connected to something. There should be a little black round thermostat buried in the foam almost in the middle of the seat. Raise it all the way up in back and use a little mirror to see it. Tough to get at but the wires do push on.

If this isn't it, you'll have to disassemble it, remove the bottom and the lower seatback upholstery, and check out the heater grids. Any 740/760 seats can be used as the donor or new heater pads can be purchased from IPD or otehr suppliers.
