uneven compression 300 1988

My 760 turbo has the following compression: cylinders 1,2,3: 135 lbs. Cyl 4: 150lbs. The car burns alomst no oil (a half quart in 5K of highway driving) and has no appreciable blowby (passes jiggle test). The car shows no signs of ever having overheated. What might be the cause? My guess is worn valves. It would sem that if the problem were rings I'd be burning oil or having blowby troubles. So all you motor pros out there..what's your guess? And the remedy? Pull the head and grind valves? Have a great new year all!
