Re: LH-Jetronic system-weak fuel pump? 200 82

I replaced the fuel pressure regulator thinking it might solve the problem of low (3.3 amps instead of the specified 6.2 to 6.5 amps) amps to the main fuel pump. Didn't and car still won't start. Seems like there has to be something wrong with the pump or some connection, except I cleaned connections at the fuses, at the pumps, at the intake manifold. Also unnecessarily replaced fuel pump relay. Everything checks out electronically according to the LH-Jetronic Volvo manual, except for the main pump amps and the vacuum switch, which reads 1.2 ohms or so with no vacuum when it should read zero. Does anyone know if that is likely to be a disabling problem, or could anyone suggest any other explanation for the low amps, or anything else to do next (I'm thinking the next thing is a fuel pressure test. Is there any particular pressure guage that is best? I'd certainly appreciate any further assistance.
