The no cold start temp should be lower than -15c. I have no block haeter in mine and as long as it cranks it fires up everytime so far (in three years of winter driving only had it no start once). This included temps below -20c. I am not sure why yours wouldn't start but the poi8nts listed by everyone else are a good place to start. A block heater is a good idea by the way (even though mine doesn't have one I would prefer that it did, just never got around to it yet) it helps keep the oil warmer so it flows better on those cold mornings, plus you'll get heat even faster as the engine will warm up a bit faster.
