I'm going through this with one of my '82s (K-jet). I measured the control pressure at the CPR and found it pegged the test gauge.

The fuel return line is free. Conclusion? The fuel pressure regulator, which is integral with the distributor, is plugged. (So says one of the Volvo green manuals.)

High control pressure forces the distributor to lean out the mixture.

Crack open the return line and check for flow when you crank. Also confirm that it's free 'n clear when you blow back to the tank. (REMOVE the gas cap, or it'll blow gas back at you! How do I know this?)
