Bulb Failure Indicator 700 1986

Hi all - I have a problem with my bulb failure indicator and I don't want to just disable it. It has been very faithful so far in telling me when a bulb is out, so I am trusting it is trying to tell me something this time. Here is what it does: It goes on when I turn on the headlights, but only stays on with the low beams. When I turn on the high beams (the lows stay on when the highs are on), the amber light goes out. Anyone have any ideas? Not a life-altering situation here, but it leads me to wonder if the relay for the lights is going bad, as I have been having problems with the electric locks working intermittently, and the central locking system and the main light relay are the same (K, I believe).
