Alan,

I have the Volvo service manual for cruise control - TP 30866/2. After 1986 the electronic speedometer supplies the speed control signal to the orange wire on pin 6 on the cruise control control unit. Page 18 of the service manual shows speed signal coming from the U shaped connector next to the speedometer. If you trace this connection on the instrument cluster circuit board you will see that it comes through the VDO circuit card that controls the speedometer and directly from the IC on that board.

Put the wrong wire on this connector and you will damage the speedometer/odometer circuit as many of us have learned.
