Installing rubber rear fender protector on PV 444-544

In restoring my 62 PV I've replaced all rubber seals. But I'm having trouble fitting the rubber rock protector on the front of the rear fenders. The new one sourced from VP Autoparts has less space in the rubber nibs to accommodate the fender metal thickness, than the old original one I removed. Add a little bit of undercoating to the inside of the fender and it's virtually impossible to make the nibs secure "home" on the inside. I've removed the undercoating but trying to pull nibs from inside with pliers while pushing from the outside so far hasn't been successful. Even with lubing them with soapy solution. Any ideas, guys?
