Request for Machinist in San Diego and possible valve issue? 700 1992

I'm hoping to find a machinist referral to a shop that is experienced with Volvo's in the San Diego/Southern California area.

While beginning an exhaust system replacement I sheared a manifold stud. The stud that sheared was at the #4 cylinder exhaust port.

The two links, which I hope are formatted properly, show the head and the cylinder. It is clear that the environment in the #4 cylinder is different then the other 3 cylinders.

In addition to a referral of a machinist that not only can extract the sheared stud but also has the ability to replace valves if needed, I'm looking for input into what might be happening.
