Instrument Panel lights 900

I have a 1996 Volvo 960 sedan.

The issue is with the instrument panel lights and center console lights.
The center console lights do not light up except strangely for a few of the radio dial lights.
On the instrument panel lights, when I first start and drive the car they remain off.
However after running the car for 10 minutes, then turning off the ignition and restarting the instrument panel lights will come on. The problem originally began as an intermittent issue. At the stage the dimmer switch works, as it should.
I am thinking there is an issue with the alternator?
