Cruise control not working after cluster replacement 700 1989

The car is 760 Turbo sedan, the speedo was working off and on, and when it was working, the cruise control was working too. I got a good deal on a used instrument cluster, and for some reason ever since I replaced it- cruise is not working. I went trough the vacuum hoses tests, took out the instrument cluster, and attached a V meter to the yellow cable - it reads between 5 and 23 mV to ground, and during acceleration it drops down to 5-6, after it climbs to 14mV and then 20- 21 mv at 55 mph. For some reason it seams to me that this is where the problem is. Any ideas?
