240 turn signals not working! 200

I cant figure this out for the life of me, the hazards work, can hear flasher ticking and all lights light up. the turn signal switch works, i pulled it off the colum and tested it with a multimeter. no blown fuse. i even pulled out the gauge cluster to see if there was an obvious problem with the wiring, the only thing of suspicion i found was a harness for a relay with no relay in it, however the metal blades have obviously never had a relay in them, im thinking it is for a function the car dosent have, mine is a 1990 240dl w/o abs. any sugguestions, im getting ready to finally put her on the road after a serious re build. any help would be greatly appreciated!
